Why am I locked out of a quiz?

For security reasons and to ensure learning comprehension, we block a student from failing the same quiz 4 times in a 24 hour period. On the 4th attempt, a student will be prompted to go back and study the guide and then (s)he can take the quiz again the next day. However, even if a student is locked out of 1 quiz, (s)he is still free to take and pass any of the other quizzes on the platform. To be clear, a student is only locked out of the 1 quiz, not all quizzes.
